Zira "neck melt"?

I have one Zira figure that looks as though the area between the bottom of her head and the neck appear to be "melted" together.

Are Zira (and any of the other female figures) prone to this, or am I mistaken and it's just glued on by the previous owner and it looks "melted"?

It's actually pretty common with the female figures. Anytime hard ABS plastic comes in contact with vinyl or other "squishy" plastics, there's a risk of melting.
