That is a G.I. Joe Fight for Survival sled dog. it is not from the original set but from one of the catalog exclusives (JC Penney I believe). it was part of a three in one set that included this and two other slightly scaled down accessory sets. In addition to having fewer accessories, these versions of the sets were also less detailed which is why the dog came unpainted.
