Can anyone identify this creep?

I came across this creepy monster toy, does anybody know who or what he is? Found him lurking in the Goodwill Halloween section.

He's rubber with suction cups all over, about 10" tall, the back is hollow, no id on him. The black spot on his leg looks like a discoloration from heat or sun exposure.

Yep, you beat me to it.
First time i saw one on ebay they had it listed as a Mego and I couldn't find mention of it anywhere in here until someone told me waht it really was.
They came in different colors (and I think characters?) like glow in the dark.

I picked him up and knew he was somewhat vintage...he had a shoestring on his neck so I guess someone was hanging him in the window as a Halloween decoration- probably what caused the black mark from the sun.

The Goodwill lady looked at me as if I was an idiot for buying him, but then, she always looks at me that way. He cost $.47, so who's the idiot now?

Yeah, I always wanted one of those. I think my Mom was convinced I'd throw it at windows and knock all of her knick-knacks over.
