Those pants are so busy he can't even stand up straight. It looks like he's struggling to stay on his feet.
And the guy with the safari jacket and binoculars is probably keeping an eye out because doofus in the middle wore his "shoot me" pants on the safari.
Or maybe it's just what the fashionable biplane enthusiast wore then (note biplane in the background).
