No more finders keepers in local casino

This is a rather small backwoods casino.

It's pretty close to me so I always read about them in the local paper.

At least once a week they prosecute people for finding lost vouchers on the floor and keeping them.

I've never heard of any others casino's doing this ... Vouchers are basically lost money - not casino player's cards.

Can they also prosecute you for finding and keeping a quarter found on their sidewalk ?

It's not as much of a civil question as it is a moral question . . . .
If you lost it what would you want the person who found it to do? . . . . there's your answer

Yeah, the story left out some detail, but it sounds like the woman who found the voucher actually saw the guy drop it. They're probably trying to deter other people who encounter the same situation...though from your description, it's not working.

And those surveillance cameras................
