I don't know...but its cool how they worked THE RIDDLER in there when
he really wasn't a part of the series.

(I know, I know, there was a Spanish GL repaint, but come on!)

Looks like it might be Dick Giordano- can you get a closeup shot of the figures?

Garcia-Lopez? Seriously? I dunno- his stuff is always seems more posed & detailed. That Penguin nose looks wrong, as does the Riddler positioning. Not saying it isn't his, but his work is usually more polished.

There was a bunch of Super Powers stuff released in the mid-80s, such as this coloring book. The art in here is by Howard Bender, inked by Joe Giella. Maybe Bender inked by Giordano?

Man I think you are right!!! Look at the Penguin on the BK box. They are almost the same.

Here's some Batman villain model sheet art by Garcia-Lopez. The BK box certainly follows the style guide, but as I said, the posing just doesn't seem right to be G-L.

The cover of that coloring book IS Garcia Lopez (probably inked by Dick Giordano), but that artwork on the box is probably not them. Like Johny said, not polished enough. It could be Bender, or anyone of the guys who worked on the Super Powers mini-comics included with the figures. They all kind-of-sort-of followed the Lopez style guides for consistency.

Yes, the coloring book covers were by G-L. I have a Joker one as well.

I should have scanned an interior page, that would have made more sense. Sorry.
