She is cute just regrettably dressed. THose "butt Shakers" are called belt massagers, my Grandmother still has one to this day and swears it's taken inches from her waist.
As kids, my sister and I would sit in the belt and turn it on for an effect not unlike a rodeo bull.

My mother had one of those around 1975-1976. When I put together a haunted house with my sister and our cousins, we used that thing as a torture device ;)
