Wouldn't it make a whole lot more sense if he were actually...

MASKATRON?

Same head as BASA El Hombre Nuclear.

No mention of Lex Luthor on the BASA Super Heroes box.

Very similar outfit to El Hombre Nuclear... Turtleneck top, but with shoulder cuffs.

Same black boots. The black boots are unique to El Hombre Nuclear. Though all the BASA boots are similar, El Hombre's has an extra set of ridges.

It even looks like the top is seperated in the front to possibly "reveal" some robot stickers.

Even though there's no masks involved, seems like 1970s BASA's idea of "Evil Hombre Nuclear".

Bryan, your El Hombre Nuclear comics were relased in Ecuador. I'm thinking there's a good possibility the BASA figure may have been based more on them than the TV show. You may want to check for any evidence.

Has anyone floated the theory that it's meant to be Jor-El instead of Lex Luthor?

The black meant to represent the Phantom Zone Trail outfit?

Yes, that's true, Ed.
He's Lex/Jor-El/Maskatron at this point

For sure. We all thought he was Jor-El at first.

I'd believe the Jor-El theory over Maskatron. But when exactly were these figures produced? Brando's portrayal was from 1978, that means the would've been produced later than that. If it was sooner it can't have been Jor-El

Whenever talking to Peruvians, I get 1980 or 1980s as a year reference from them.

I've actually seen one blog set the date at 1983.

It will be interesting to see what unfolds in future years.

I guess Jor-El is a strong possiblity then, I'm not keen on the Maskatron theory tho

Oh, and I suppose next you'll be telling us the French didn't create French Fries.

All that matters to me is who decided to put cheese curds and gravy on top of the fries and created the delicacy known as Poutine!
