According to Wikipedia, Timberwolf's first appearance was in Adventure Comics #327 (1964). Wolverine's first appearance was in The Incredible Hulk #180 (October 1974) (cameo) The Incredible Hulk #181 (November 1974) (full). Timberwolf didn't have a healing factor until post zero hour, though
But Timber Wolf was pretty emotionless when he first appeared: didn't he think he was an android? The rage came during the 70's run. Hmmmm....
I think they were both in the running for convoluted histories; but Wolverine pulled ahead a few years ago. (Although I haven't read any of the thousand Legion reboots since the SW6 Legion.... so it could be a tie again.)

Timber Wolf debuted as Lone Wolf in Adventure #327 so yes chronologically he's first....
When Dave Cockrum was redesigning the Legion back in the early, Timber Wolf got all feral starting in Superboy #197 (Sept. '73) I believe....a year before Wolverine's debut. Considering Dave Cockrum was the first to draw Wolverine sans mask, I'd say it's safe to say that Cockrum ripped himself off when he designed Logan's hairstyle.
In fact, several of Cockrum's Legion ideas that never saw the light of day at DC were later used on Marvel's X-Men.

I think Cockrum had intended to use the Fang costume from X-Men for Timber Wolf. He left Legion to work on X-Men before he could use it however. When they were introducing the Shi'ar Imperial Guard, he based them on the Legion, and used some of his Legion designs (both used and unused) as templates for the characters. Wolverine takes Fang's costume and wears it at some point, and Cockrum intended Wolverine to keep it. But he left the book, and apparantly John Byrne hated the Fang costume, so he switched him back to his yellow and blue suit. Oddly enough, years later, Byrne redesigned the Wolverine suit with the Fang color scheme!!!
