I have that figure (and a few others) and they are very cool. I wish they had Micronaut sets like that when I was a kid, I would have been absolutely crazy over them.

Yep, Microman goes inside the costume, but he's a really tight fit, you have to have patience. :)

Takara also made a regular version of the '54 Godzilla, along with the "Final Wars" version of Goji, a set containing Megalon and Jet Jaguar and a set containing the '64 Goji and King Ghidorah. They also made Showa and Heisei versions of Gamera. These are all really cool, like small versions of the Costume Godzilla Combat Joe that Takara made in the 1980's and the Medicom Real Action Heroes Godzilla and Gamera costumes that came out several years ago (all involved 12" figures that went inside the costumes)
