Problem with my new Phantom

Hey guys, When I opened my new Phantom figure, I discovered something strange. His waist is locked tight in one position! It won't turn left,or right.It won't bend forward, or backward.It is absolutely frozen in place.
Anybody got any tips for fixing this?
