Yes, its Batman's arch foe Crazy Quilt!!! This is probably the first of a few of Batman's D listers. I've got plans for The Eraser and Zebra-Man for sure. Anyway, head is a Dick Tracy Big Boy Caprice with a helmet off a Megaman figure.
