From a history standpoint and not my own particular tastes, for action figures I'd go with:
1. G.I. Joe (without this, there'd be no catergory)
2. Star Wars
3. WGSH
4. Masters of the Universe
5. Transformers
6. Teenage Mutant Ninja Turtles
7. Spawn (I don't like this series, but I think it's focus on collectors, it's sculpting detail, and it's scale influenced almost every line after it, including DC and Marvel lines)
8. Power Rangers
9. Jakks WWE line
10. Rescue Heroes (it launched several imitators and lasted for years).

I tried to pick influental lines, and lines that have lasted a long time. It was really hard to leave Super Powers and BTAS off that list but I did. Super Powers you could probably argue due to the 4-5" scale which dominated action figures for years, and the "power action" feature which is still used a lot.

1. Kenner's Star Wars (the original line)
2. Hasbro's G.I. Joe (the original 12" line)
3. Megos (8" lines)
4. Marx's Johnny West (and all of those Marx 12" figures)
5. Mego's Micronauts
6. Hasbro's G.I. Joe (the 3 3/4" line)
7. Mattel's Masters of the Universe
8. Remco's AWA Wrestling
9. Playmates' Star Trek (Playmates--I didn't purchase/collect this line but they looked amazing and were probably a favorite toy for many Trekkers)
10. Kenner/Hasbro Star Wars (the modern line from 1996-7 to today--again, I don't collect this line but they look much better than the originals and all of those figures! Amazing!)

I considered Kenner's Super Powers and Toy Biz's Marvel lines due to the great selection of Super-Heroes but the only slot that I could have changed out would be 10 or 8 and in their day Remco's AWA figures were the best wrestling figures on the market. I never collected MOTU but I did buy them all the time for my kid brother, he loved them.
