Backpack is GI Joe, the air tanks look like Action Jackson based on the size comparred to the Joe pack.

The guns look like the guns used on Man from UNCLE. Were there any toys made for that show?

Hey! They do! That's a Walther P-38; also known as "Megatron" to you Transformer fans out there.

The little bitty ones in the pic kinda look like Han Solo and Leia's guns from the first movie.
