Needing Custom Head Sculpts

I am currently working on a project and I was wondering if anybody would be willing to produce some heads for me from photographs. I would like to learn how to do it myself but I have too much on my plate already and not enough time in a day.
Any artist recommendations?

Ada Chan from Hong Kong does great work, but sometimes her projects are hit and miss.
She always has a bunch of action figure sculpts (mostly 1/6 scale but she will also work with 1/9 scale).
