how to attach heads so they can look up/down...all around

I need to attach a head like this, i think i heard by the name flatt style, but im not sure. he needs to be able to look up and down and of course any other ways theyd be able to look. i've seen lots of customs like this and always thought they look awesome. it needs to attach like a ball joint so to speak(correct me if im wrong)thanks in advanced.
