newbie question on making heads for smaller figures

Most of my customs are Mego scale but lately I've become interested in doing
Doctor Who customs with the 5 inch figures made by Character Options as a
    base.

I know making a Mego head is beyond me. I'm considering trying to sculpt a head or two for my 5 inch Who customs.

What I need are suggestions on what to use etc. etc. Are the principals the
same? Ideally what I'd like is something that doesn't have to be cast or
    baked.

Any help anyone can offer will be appreciated.

    Phil,

i was intending to do the same thing and might be able to help you out with a Pertwee and Troughton head.

When i shrank and cast the 1/8 scale heads to make my customs, the Hydrospan heads kept shrinking. Although they are quite small now i'm going to shrink them a bit more.

I will eventually get round to doing them all in 5".
