If it's gonna get played with you'll probably want a gloss sealant. Matt stuff doesn't have a sheen to it; but it doesn't protect as well. I use Testors spray. I start with a coat of gloss, and if it's a head that shouldn't be shiney I give it a coat of matt once the gloss dries.
I used spray sealant on a head that i painted and it literally WASHED the paint off of the head.

Are you painting and sealing hard resin cast heads ?
If so, I use acrylic paint and (Plaid Patricia Nimocks Clear Acrylic Sealer MATTE) --- You can buy it at Walmart around the sewing girl-hobby section.... Comes in a spray can.
Nimock's is the best out there. Now, the common mistake is to use too much or to get it too close to the head. A little goes a long way with this stuff, so keep it back around 6-8 inches when spraying and lightly mist it on. This isn't hair spray, so a light coating will protect it very nicely. Too much of this applied and you will get that glossy look. I've been using this for the better part of fifteen years and have always been happy.
