Which Mego Head Resembles this Guy?

Strange question but which Mego head (or CTVT I don't care) best resembles this fellow, it's strange I know but I have my reasons.

Just looking for facial resemblance, the hair i can sculpt.

Yeah he was the voice of the Scarecrow and I like the Starsky idea alot.
