It's one of the LJN SWAT figures, I believe. What was the name of Robert Urich's character on the show? I could look it up, but don't feel like it just this second. ;) Anyhow, I think it's the SWAT figure of this particular character.

I could be wrong, too, but it really looks like one of the LJN SWAT figures to me. However, it very probably has different hands, if not a different body from a different company with an LJN head on it.
