021 my guess is a code given by the store stating which company (vendor) they got the item from adding the 1310 citation, denoting Mego’s original assortment code.

Example:

021 Mego Corporation
022 Hasbro
etc....

Barker's was a department store. I remember the one they use to have in Pyramid Mall in Oneonta,NY. They went under around '82.
