Need Help IDing a Movie

My brother called hoping I could help him with a Movie Title. He thinks the movie came out in the 80s, but it might have been in the early 90s.

It's set in WWII in England, possibly London. There's a boy who's playing around in the bombed-out section of town and comes across a live bullet. He puts it in a vise and hits it with a hammer. Also, he mentioned that the boy has a ****ty sister who will lift up her shirt for the other boys wandering around the wreckage.

Yeah, I know, it's all kind of vague, but I can totally picture the movie in my mind. Just can't remember the title.

Could it be "Hope and Glory" from 1987? I don't recall the boy having a sister in this one so don't know for sure.

I think his sister got pregnant by a G.I. and had to get married. The girl who got felt up was a girl about his age.
