Looks like the box art used for the catalog were actual cut outs from the back of the box placed on a green sheet. They then took a pic and added the text. Look at Jokers left shoe and Wonder Woman's lasso

So if this wasn't given at Toy Fair how was it used? Salesmen handed it out on their calls?

That pretty much sums it up. Mego produced price sheets on a fairly consistent basis throughout the year, using date-codes in the upper corner to dictate the validity of pricing; I discuss this on page 52 of World's Greatest Toys! (http://www.amazon.com/gp/product/1893905829?ie=UTF8&tag=worsgretoy-20&linkCode=as2&camp=1789&creative=9325&creativeASIN=1893905829)).

Mego typically also produced 'ancillary' catalogs to supplement the primary "Toy Fair" catalog each year. In the case of the Spring 1975 catalog, it's clear the book was produced sometime AFTER Toy Fair 1974, and well before the primary 1975 "Toy Fair" catalog.
